I asked the following question a few days ago over on LinkedIn and the responses were pretty heated. You might want to chime in there or here.
Hey, where did all those hundreds of "billions" go?? It's been several months now - the request was "urgent" back then and the promises said the money would fast-arrive - anyone have a clue? I mean, really, nobody I know is seeing any of it...

Most would probably be hard-done-by to go searching for the money. A majority of it is helping government/federal/state contractors so they can BUILD all these projects. It won't be until the projects are completed that there will be a need for people to staff the buildings that are being built (make sense)? I echo Deborah's comment below that we're finding a good deal of it in healthcare. All the contracts are out there and everyones just waiting for the work to begin.
However, as a whole, it only truly benefits those that specailize in the low rate/billings of government work.

Part of my job is to scout out healthcare staffing services Request for Proposals on both the state and federal level. A very significant portion of the stimulus bill is being directed toward countless healthcare projects and initiatives, with very numerous and diverse goals and purposes. Precedent exists from extensive government spending back in the sixties and seventies that supported massive social servcies programs. For every legitimate request- for- service bid (for example, one that supports persons with developmental and intellectual disabilities, mental health issues, etc.), there are many more which are questionable at best, and some are just unbelieveable. The bid procurement process takes time to get cranking, but rest assured there will be all manner of engagement on these things soon!
