In all honesty, the Internet is filled with information on names and people you might want to recruit. I don't think that finding them is the real challenge anymore. Between Google, LinkedIN, ZoomInfo, Jigsaw (although I'm finding that the contact databases are just filled with LinkedIN names now so I'm having trouble justifying that cost anymore) and others you can pretty much find any professional you want (one exception being highly specialized positions in health care like pharmacists, physicians, etc.) If I have a job to source for typically I know what companies out there currently employ my potential leads (or the client tells me specifically).
What's made the biggest impact for us is using a robust CRM tool specifically designed for recruiting. We had to develop it on our own since we couldn't find anything else out there. The reason it's been so successful is that it accomplishes two things primarily:
1) it increases the speed by which sourcers can work, spending less time on low impact/value tasks and more time making calls.
2) It's allowed sourcers to leverage each others work. Over time, the CRM database has grown to millions of candidate records and has become the first and best place to source We know a lot of information about a candidate that someone on our sourcing team spoke to a year ago that's in our system with an historical record/journal of notes, activities, email threads, etc. It's no different than a sales team that spends less and less time looking outside the CRM database for prospects. Over time, chances are you have the prospect in your database already (which also increases speed).
Our Sourcing CRM had become so successful over 4 years that clients started asking us to let them use it. So we've finally made it available as a monthly subscription on a per seat license (SaaS) about 4 months ago.

1/3rd of my day is gathering info via the Internet (search strings, job board hacks, LI, Zoominfo, etc.). The other 2/3rds is on the phone. I also emply some "secret weapons" that allow me to provide better services than my competitors in many cases.
Since the phone is used the majority of my day, it's important to have great service. I was referred to Vonage by Shally Steckerl when I first started working with him at Microsoft. I've researched other services over the past couple of years and have found that Vonage provides exactly what I need. Flat fee, no long distance charges, customizable menus, call forwarding...tons of great stuff.

Phone-based effort has become about 75% of the sourcing we are doing. To originate the contacts or relevant information we are using LI, Jigsaw, alumni lists and directories, local associations and business group websites, and various other paid sources that are specific to the industries we target.
The magic is in taking the first contact and turning it to multiple so sources can vary quite a bit.
